Description of problem:
Version 5.0.3-1.el4 doesn't work on php 4.x, you will get only this error message:

Version of PHP not supported. Please upgrade to version 5.0 or later.

Please downgrade EL4 to previous version

Previous working version is: phpPgAdmin-4.2.3-1

EPEL-4 has reached end of life and is no longer supported. 

Please retest your bug against EPEL-5 or EPEL-6 and re-open if the bug persists in the packages available in those releases, or file a new bug.
