Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

How reproducible:


Steps to Reproduce:
1. Create an activation key, set a name, don't touch the System Template select list (the default value for me is "No Template", which should be the case whether you have Templates in this system's env or not, I don't have any)
2. Click save
3.

OR

1. Create AK, set a name, then select a different environment
  
Actual results:
A blue message next to the Template select list:  "select a system template"

Expected results:
This message should never appear, since "No Template" is a valid choice.

With this change, if the new environment does not have does not have any templates, there will be no highlighting of the select list.
