We might be hitting an Pulp issue. Let's try this first: 1. wipe pulp db 2. post DELETE /pulp/api/users/non_existing_user/ 3. run (clean) katello and try to create an user If it fails the same theres a bug in Pulp.
This bug is old, needs verification. Maybe the bug was already resolved.
