Add an argument to skynet build that will use the database text even when the CSProcessor Alias bit is set. 

This will force the builder to use the database text even when it was created by a CSProcessor alias operation and has not been modified by the user.

From memory, this goes with BZ #750973. So basically it would be a way to build the book and not use the templates that were defined by that RFE for topics that still have no XML. Tbh I'm not entirely sure how relevant this bug is or even if it's still plausible as it's from a time when the csprocessor wasn't attached to PressGang.
