Still having /boot/grub/ around is annoying for auto-completion since it interrupts shell completion of /boot/grub2/.
I think that the Amazon Fedora EC2 image is still using a grub-1 config file, I'm not sure if it uses the splash.xpm.gz or not.
Ah I see - who to ask about the EC2 image?
If it is still needed perhaps the file could be subpackaged and then grub-1 or the EC2 .ks file could be made to require it say?

This is not a bug for F16 and F17 on UEFI systems. While BIOS systems have transitioned to grub2, the first Fedora release that uses grub2 for UEFI will be Fedora 18. The removal of the splash file causes grub errors (cannot find file /boot/grub/splash.xpm.gz) on UEFI systems running either F16 or F17. Filed as rhbz#857523, negative karma submitted for F16 and F17 updates.

fedora-logos-17.0.2-6.fc18 has been pushed to the Fedora 18 stable repository. If problems still persist, please make note of it in this bug report.

Please open that as a bug against whatever tool is trying to copy that file. EFI shouldn't be using the old grub1 bits in F18.
Yes, actually I think it is fixed now in latest livecd-tools. :)
