Description of problem:
system will not reboot or shutdown

last line on screen 
  Unmounted sys/kernel/security

last line from tty
  sedispatch[]: sedispatch is exiting on stdin EOF

Version-Release number of selected component (if applicable):
Kernel 3.1.0-7.fc16.i686.PAE
Yum as of 11:00 CST 9 NOV 2011

How reproducible:
every time 

Steps to Reproduce:
Any case 
1.) as user from GNOME select restart
2.) as user from terminal issue reboot
3.) as user from terminal issue shutdown -r 0
4.) as user from terminal issue shutdown -h 0
5.) as root from terminal issue reboot 
6.) as root from terminal issue shutdown -r 0
7.) as root from terminal issue shutdown -h 0
  
Actual results:
Have to power of by holding power button 
Target machines Dell 960 and Dell 990 have not tried on HP yet. 

Expected results:
System should reboot 


CRITICAL ISSUE can not place in an unattended environment where reboot does not work.

Does 'reboot -f' work?

yes in both user and root....

Not sure if we have enough context.
Are these the last lines you're seeing?:

Sending SIGTERM to remaining processes...
Sending SIGKILL to remaining processes...
Unmounting file systems.
Unmounted /dev/mqueue.
Unmounted /dev/hugepages.
Unmounted /sys/kernel/debug.
Unmounted /sys/kernel/security.
