You failed to include the most important piece of information: why ?
I didn't specify because I thought it was obvious. The point of devel packages is to separate out the stuff that not everybody needs. Devel packages are only supposed to be required to develop against a particular component. Intltool isn't developing against gettext, it's consuming it. http://en.wikipedia.org/wiki/RPM_Package_Manager#Library_packaging
intltool is also a development tool, so there is nothing wrong with it requiring -devel packages. I don't recall exactly why the gettext-devel dependency was needed at that point, it is possible that gettext changes have made it unnecessary by now.

The IT_PROG_INTLTOOL macro (in intltool.m4, which is part of the intltool package) requires AM_NLS, which comes from nls.m4 and is provided by gettext-devel. As it is packaged now, intltool requires gettext-devel to function correctly.
