Currently tomcat-juli.jar is being packaged under tomcat itself, but it would be ideal to have it packaged under tomcat-lib. The eclipse package will be using Tomcat 7 Jasper, which requires tomcat-juli.jar so it would be great if it could depend on just tomcat-{lib,el} as opposed to all of tomcat.
