When adding a repo by clicking on it in firefox then trying to install a package from that repo via apper, it downloads the package and asks you to accept the software signature, it then hangs on 'waiting for service to start'. Installing the package and accepting the GPG key via yum works, and further packages from the same repo can then be installed via apper.

I am having this right now.
External repos I have, are rpmfusion.
I tryied to install some games, and after I accepted pgpkey, apper started stalling.
Actually it downloaded everything and has to start installing packages, but it does not.
It tells me "wating for service to start"

KDE 4.7.2

This may be the same/related.

I did a fresh install of F16.  I logged in under KDE and was notified that there were 113 updates available.  After hitting apply the packages were downloaded but then hangs on 'waiting for service to start'.

Had to run yum to get the keys accepted.  This was in i686 platform.

I have this issue, too.  I am running Fedora 16, 64-bit, and have been updating religiously.  My box is an ASUS G74sx laptop.  Uname gives:  Linux localhost.localdomain 3.1.2-1.fc16.x86_64 #1 SMP Tue Nov 22 09:00:57 UTC 2011 x86_64 x86_64 x86_64 GNU/Linux

When I started getting the "waiting to start" hang, I went to updating my system package by package.  Things hang on the "rpmfusion-nonfree-release 16.1.1"  So, now, when I get one of those 1 zillion packages need updating notifications, I simply uncheck that one and everything works OK.  

I don't know what's up with that particular update -- when I get some time I'll just drop it as a source and re-add it and see what happens.

https://bugs.kde.org/show_bug.cgi?id=287603 seems to match what we're seeing here, apper failing to import repo gpg keys.

I still experience this too with the latest updated packages in x86_64.
