Description of problem:
When a user goes to create a Role, s/he first chooses Permission set(s) to which this role applies. However the Verbs listbox for any role does not initially appear -- and will not appear until user clicks +All and then Cancel.

Or maybe the bug is that it is appearing at all after doing +All and then Cancel.  Not sure

Steps to Reproduce:
1. Create a new role, "Test Role 2"
2. In the right pane, Permissions > ACME_Corporation > Add Permission
3. Choose any Permission set from the dropdown. Do NOT click Next"
4. Click the +All Button
5. Click the Cancel button
6. View results
  
Actual results:

After clicking the All button, followed by Cancel the user sees a populated listbox for any given Permission set selected. This is essentially step 2 in the wizard, which kind of makes one wonder why 1) why aren't we just displaying/populating the listbox in step #1 in the first place and 2)why does hitting cancel cause it to show up when it was never there before.

In all, it's kind of confusing.

Expected results:

Either 
1) Autodisplay & autopopulate the verb listbox for any given Perm in step #1 (this will almost always default to Organizations) and remove step #2 entirely
...or...
2) Don't allow the listbox to show up when user has hit the All button and subsequently cancels.

This should no longer be an issue.  Selecting +All will take the user to a state where they can press Next and enter name/description.  Hitting cancel at any point will return the user back to the beginning of the permission creation process without any errant steps showing up out of place.
