Wrong keyboard layout on anaconda console

Description of problem:
Installing Red Hat 8.0 in english but selecting a german keyboard layout still
gives me an english keyboard layout on anacondas console (ALT-F2). Never had
this problem under anaconda in Red Hat 7.3

Steps to Reproduce:
1. Install Red Hat 8.0 in english but use a german keyboard layout
2. Switch to console 2 (ALT-F2) --> keyboard layout is still english
Brent, we probably need to move some of the isys.loadKeymap() stuff into
redhat-config-keyboard so that it can set up keymaps without requiring loadkeys
and a complete kbd keyboard map layout present.
Wouldn't it make more sense to move it into rhpl?
