Description of problem:
Presently oVirt Node can be installed to local SATA/IDE drives, direct attached FC and SCSI storage and iSCSI storage when a dedicated iSCSI HBA is present that supports boot from BIOS

This feature is to add the ability to boot RHEVH from iSCSI when no dedicated iSCSI HBA is present.  So configuring the network interface so that software iSCSI can be used to boot and mount the rootfs.

This is for _non shared_ rootfs, since using a shared rootfs presents a whole other host of problems, and it is not clear that shared rootfs is desireable anyhow if we are moving to nominally stateless operation in the future

This feature will add significant complexity to the existing Installation TUI, so we will not expose iSCSI software boot from that config UI.  Instead this will be an advanced feature that is only configurable via kernel command line parameters, either manually entered via USB/CDROM boot or provided on the PXE kernel cmd line

We think the work here is complete, but until dracut bug # 545148 is fixed, we can't proceed with testing

The feature won't work completely without the dracut bug fixed, but code change should have no impact otherwise.
