This version is inherited into F16 and rawhide and causes problems because it conflicts with grub2. Perhaps it should be obsoleted by grub2?
I guess that was inherited. However the new builds do have a problem and could cause issues when upgrading from earlier releases.
The new builds are explicitly marked as conflicting with grub2, because they do. bootconf is grub 1 only. It will not work with grub2. Once grub is completely replaced in Fedora, bootconf will probably be orphaned and deprecated.
The current situation causes issues. In rawhide and F16 you can't have grub installed because grub2 obsoletes it. It doesn't obsolete bootconf though. So this is going to cause issues when upgrading from F15 or if you already had bootconf installed from before the latest update. Probably grub2 should obsolete bootconf and bootconf-gui. grub has been effectively replaced in F16 and F17. If you really want to support cases where people didn't update their mbr and still have stuff left behind from grub-install, then you don't want bootconf conflicting with grub2 as you won't be able to install or update it.
You can upgrade to F16 with bootconf installed, without any issues. Anaconda pretty much ignores all rpm conflicts. It has to. Most people will have plenty of stuff installed, from Fedora-everything, that's not in the install image.
