Description of problem:
If user moves into the autoexpanded "Sync Management" menu in one particular manner, the menu will self-retract, leaving the user with nothing to click.  Also, depending on mouse cursor position, sometimes the menu will expand and contract continuously.

Steps to Reproduce:

Follow these steps *exactly*

1. Click Content Management tab
2. Hover mouse over "Content Management" tab. Do not click
3. Hover mouse over "Sync Management" subtab. Do not click 
4. Attempt to hover down into the auto-expanding tertiary menu.

  
Actual results:
Menu auto retracts

Expected results:
Menu should expand and stay there

Additional info:
* If user hovers back up into "Sync Management" and sits there for a moment, there is a better chance that the tertiary menu will expand and stay there.  However, if user hovers up anywhere near the Content Management tab again, the behaviour will exhibit itself again.

* Sometimes - and it is hard to reproduce - if a user manages to hover and rest cursor right on the gray line separating the secondary menu from the dropdown, the expando will bounce open and close continuously until mouse is moved away.

* This behaviour ALSO occurs when user has actually clicked/focused on the Sync Management subtab itself. It might actually exhibit the behaviour a little more worse here as well.

Just fyi, also seems to occur with Providers subtab.

I'm reopening this bz.  It seems to be happening again.  It is more likely to occur in firefox than Chrome.

I moved the 3rd level nav (the vertical nav in the menu) up 1 pixel.  This
seemed to highly limit the effect.  I also changed some of the sensitivity
settings.
