[root@jsefler-onprem-5server ~]# subscription-manager config --rhsmcertd.certfrequency=100 --rhsmcertd.healfrequency=200
[root@jsefler-onprem-5server ~]# subscription-manager config --list | grep frequency
   certfrequency = 100
   healfrequency = 200
[root@jsefler-onprem-5server ~]# service rhsmcertd restart
Stopping rhsmcertd                                         [  OK  ]
Starting rhsmcertd 100 200                                 [  OK  ]
[root@jsefler-onprem-5server ~]# tail -4 /var/log/rhsm/rhsmcertd.log
Thu Dec  1 11:23:21 2011: healing check started: interval = 1440
Thu Dec  1 11:23:21 2011: cert check started: interval = 240
Thu Dec  1 11:23:22 2011: certificates updated
Thu Dec  1 11:23:23 2011: certificates updated

NOTICE THE LOGGING OF THE RHSMCERTD FREQUENCIES ARE WRONG.  IT APPEARS TO BE USING THE DEFAULTS INSTEAD OF WHAT WAS SET.  NOT SURE WHAT FREQUENCIES ARE REALLY BEING USED.

I suspect something when wrong in commit https://bugzilla.redhat.com/show_bug.cgi?id=752572#c3
