The string seems to belong to the GNOME Shell, which was fully translated for this release. So there must be an issue with reading the translation.
The string is in /usr/share/locale/ru/LC_MESSAGES/Linux-PAM.mo
I've figured out that it uses wrong configuration file. System locale settings set by gnome-control-center (with administrator privileges) are saved to /etc/locale.conf. These settings are used to localize screen where you select user from the list to login. $ cat /etc/locale.conf LANG=ru_RU.utf8 But settings for "Password:" screen localization, where you should enter password are taken from /etc/sysconfig/i18n.
