Description of problem:
I can't access "Run remote commands" in System Set Manager
I get error 500 


Version-Release number of selected component (if applicable):
1.6-nightly

How reproducible:
100%

Steps to Reproduce:
1. login to your Spacewalk
2a. navigate to Systems -> System Set Manager -> Provisioning -> Remote Command
2b. navigate to Systems -> System Set Manager -> Overview -> Run remote  commands   
3. and you get 500 Error 
  
Actual results:
clicking on "Run remote commands" shows "500 Error - Internal Server Error" page

Expected results:
clicking on "Run remote commands" shows a page with Confirm Remote Command dialog
