Description of problem:
Sys Admin generates a manifest, downloads manifest, and attempts to load manifest into SAM.  At this point a undefined method is returned.

Second attempt with new manifest resulted in Bad data in export error.  Attaching production.log.

With the latest test run, UI error follows:

getting rid of 6.0.0 version since that doesn't exist
