Description of problem:
noselinux parameter not working with kickstart f16 install as a xen pv-guest

Version-Release number of selected component (if applicable):
Fedora16

How reproducible:
extra = "noselinux"

Steps to Reproduce:
1.install f16 without selinux
2.

Actual results:
selinux is still installed

Expected results:
selinux don't have to be installed

selinux is an integral component of a Fedora system anymore, and we're very unlikely to work on anything to make not using it easier.  We ought to just remove this support.
