Fedora 16 installation kernels (netinstall and Live CD tested) fail with:

I'll attach the full dmesg captured from a serial console, but I suspect that the most-relevant part is:

The problem is identical with tpm_tis.interrupts=0.

... and if that thread applies here then it would seem to be fixed in a yet-to-be-released kernel 3.2.  Will Fedora 17 have kernel 3.2 or will the patch be backported to Fedora's 3.1 kernel for 17?

Fedora 17 already has what will be 3.2, and it includes commit 5151412dd43 which is the result of the thread you linked to.

Fedora 15 and 16 should also pick up that fix with the next stable 3.1 release (3.1.8) which will go out as an update.  However, we don't respin the install media, so you will likely need to wait for F17 for things to work out of the box.
