Description of problem:
I registered a system using rhsm and was trying to view 'package groups' under the system packages. I was searching for "Development Tools". I typed the "Development Tools" in the search box and clicked on 'Load More' button. None of the package groups were listed on UI. And got a long traceback in the production.log with error on UI:

undefined method `each' for nil:NilClass

How reproducible:

Steps to Reproduce:
1. register a system using rhsm
2. Install katello-agent and configure it on client node
3. Go to "Systems ==> select the registered system ==> packages ( in right pane) 
4. now select "package group" and search for "Development Tools"
5. click on "Load more"
  
Actual results:
Package groups are not listed on UI and getting "undefined method `each' for nil:NilClass"

Expected results:
Package groups  should be listed on UI without any error.

The issue was related to how the offset for the current number of loaded packages was set for loading more packages as the number of total loaded approached the overall total number.  This was not a direct result of searching or using the Package group feature.

The reported issue is no longer reproducible. I guess the backtrace was due to 'Load n more' issue (#767479). That has been resolved now.
