Description of problem:
According to US1664, a manifest.yml should exist in each of the cartridges.
So for the new coming postgresql cartridges, manifest.yml is missing.

Fixed. A manifest.yml file is created for this newly created cartridge. Checkin rev# 5cebb56..b762125

This bug has been fixed in devenv_212, now perl and postgresql have descriptor.
