This does not seem to be an Audrey Agent issue as it seems clear
the agent isn't getting launched since all it is showing is an
image that doesn't even have a working GRUB.

Please provide imagefactory logs, versions for aeolus RPMs
and what platform the image was built on.

Seems like it cannot boot from HDD as Joe mentioned. Doesn't seems to be related to user-data injection.

This seems to be a botched image built on a confused/bad imagefactory. Closing because it cannot be reproduced and RHEVM is currently working.
