org.drools.ruleflow.* classes are present in drools-core-4.0.7.jar

I would say that's fine. As agreed in SOA-1446 we do support Drools Flow for Drools related stuff.

agree with jarek, The aim is to prevent TP technology being mistaken for a supported technology in a SOA context.
