The SOA-P 5 and BRMS platforms have moved to using EULA files that contain pointers to the on-line EULA:

We should ship the correct/current EULA file in CP05.

  build-tools/builders/jbpm/build.xml
  build-tools/deps/JBossEULA.txt

  SOA-2056
  Replace EULA files with summaries containing pointers to the on-line EULA.
