All Riftsaw quickstarts which contain a web service fail with message:

Fixed with revision 6564 of:
  build-tools/builders/riftsaw/build.xml

Commit message:
  SOA-2313
  Include empty directories when installing quickstarts, otherwise they will not
  compile.
