Users encounter problems when attempting to configure web service extensions using annotations. WS extensions could only be configured using an external XML file, not with the basic annotations which are used in other instances.

WS extensions can be configured only by using an external XML file (annotations does not work). When the file is present, all webservices must be described in it otherwise, they are not deployed fully.

User might expect basic annotations to work.
User might expect WS without extensions to be deployed even if the config. file does not list them.
