This is an issue with the ODE runtime (tested on ODE 1.3.5). It declares the fault type, but does not have the mechanism to actually detect the problem or throw this fault.

My recommendation would be to defer this issue to a subsequent release, as it is really just used to flush out process design issues (i.e. the designer has forgotten to add a reply).
