Steps to Reproduce:
1. Imported and launched a RHEV instance
2. It shows running status
3. STOP button is enabled and RESTART button is disabled.

no restart option from the rhevm ui is most likely the reason...

What about under the covers do a shutdown/start?

cant reboot instances in rhevm console.. booo
