Description of problem:
'Delegation Administrator' is an available privilege with description 'Role administration'

This should be renamed to be 'Role Administrator', and description should be the same to match the other descriptions for administrators

I think this is the same case as Bug 751026. Trying to fix these and rename then may cause more harm than good.
