Description of problem:
When command "service httpd reload" is run and fails the return value is 0.
i:ia64|m:ia64 root@hp-bl870c-02 [~]# service httpd reload; echo $?
Reloading httpd: [FAILED]
0

1. service httpd stop

LSB compliance fixes were done in RHEL6 per bug 546252, which include this fix; we can backport some/all of those as required.

Hi Joe,
I know it was fixed in RHEL-6. I also know there are no plans for LSB in RHEL-5 but if it's possible it will be nice to have this function (these functions) fixed.
I wonder why PM didn't endorse LSB for RHEL-5, it's part of that distribution, and it's recommended to use it.

requested further review of this request by Red Hat Engineering, for
potential inclusion in a Red Hat Enterprise Linux release for currently
deployed products.  This request is not yet committed for inclusion in
a release.
