Description of problem: Openssl contains makefile (/etc/pki/tls/certs/Makefile) but doesn't require make package. I tried to install openldap-servers and its post installation scripts run make from within /etc/pki/tls/certs. I think openssl should require make, since it ships with a makefile, but there's no way to actually use it without explicitly installing make. I am really hesitant to add additional dependencies to the base openssl package. On the other hand you're right that the dependency for generating certificates is real.
I will probably split the openssl package into openssl-libs and openssl subpackages.
Although in your concrete case it will probably mean that the openldap-servers package will have to be modified as well to explicitly require the base openssl package.
this fix pulled 'make' into the minimal install between f17 and f18.
Unfortunately that's the way it is. I suppose if authconfig is uninstalled the base openssl package is not required anymore (and thus also make) and openssl-libs is sufficient.
