Description of problem:

When a user chooses "Package Groups" from the right pane for a template, instead of opening the search/filter UI, user is taken back to the system templates list

How reproducible:


Steps to Reproduce:
1.  Create two system templates, "test" and "foobar"
2.  In the right pane ("System Templates"), click "test"
3.  Click through each of "Packages", "Products", "Repositories". Observe the resulting search box for finding packages to add. 
4. Return to main view for "test".
5. Click through "Package Groups"; view results.
  
Actual results:
User is taken back to the templates list featuring "test" and "foobar". It seems there's no way to use the search method for adding Package Groups.

Expected results:
User is given a ui element congruent with Package, Products and Repositories.

This is now fixed from katello-201. I guess this was fixed in response to some other bug.
