Description of problem:
Deleting repositories outside Locker shouldn't be possible to do directly. Such commands must be blocked in both cli and api.

Fixed on api level + removed option --environment from 'repo delete'.

[root@XXXXX ~]# katello --username admin --password admin repo delete --environment Dev --name fed15 --org ACME_Corporation --product Fedora15
Repositories can be deleted only in Library environment., 

verified with katello-201
