Description of problem:
Can use --all to find permissions matching a criteria, but when --raw is also used, no permissions are retrieved.

# ipa permission-find --attr=description --all
listed 16 permissions with info about each permission

But with --raw:
# ipa permission-find --attr=description --all --raw
---------------------
0 permissions matched
---------------------
----------------------------

----------------------------

Steps to Reproduce:
1. List permissions match a critera
ipa permission-find --attr=description --all
2. List again using --raw to see entries as  stored on server
ipa permission-find --attr=description --all --raw

  
Actual results:
No permissions are listed

Expected results:
all permissions as listed in step 1, in raw output
