1.Attempt to tests Host's PM while there are no other Hosts, or all the Hosts are non responsive

Message: "Test Failed (unknown error)."

Expected results:

Message: "No running proxy Host was found."

In HostModel, Test() method: Currently, in case the GetNewVdsFenceStatus query has returned with failure, we are always showing the "Test Failed (unknown error)" message.

We need to check the FenceStatusReturnValue returned value also in case of failure (currently we do it only in case of query success). Only if, for some reason, there isn't an instance of FenceStatusReturnValue in the query returned value, then need to display the "Test Failed (unknown error)" message.
