Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). That failing, please send an e-mail to the RH Jira admins at rh-issues@redhat.com to troubleshoot your issue as a user management inquiry. The email creates a ServiceNow ticket with Red Hat. Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
Changing between locales and triggering a notification displays the notification twice, once in the locale and again in English. This fix corrects the notifications. Only one notification displays in the chosen locale.
Description of problem:
When switched to another locale and triggering a notification of some type, the notification is written twice, once in the locale itself and again in english.
I've only come across this in org creation but it may well exist elsewhere. That said, it isn't /everywhere/ -- see steps below for an example

1. (optional): clear your notifications so that things are easier to see.
2. switch to Simplified Chinese (zh_CN) locale
3. Create a new user, zh_CN-user
4. Create a new org, zn_CN-org
5. Nav to the notifications window
Actual results:
For the user creation, we get one notification, in chinese.
For the org creation, we get two notifications, one in each language.
Expected results:
If my discussions with dev are correct, we should only be seeing one - displayed in the locale used when the creation took place.
