(Some) duplicitous notifications produced in multiple langs when using other locales

Description of problem: When switched to another locale and triggering a notification of some type, the notification is written twice, once in the locale itself and again in english. I've only come across this in org creation but it may well exist elsewhere. That said, it isn't /everywhere/ -- see steps below for an example Version-Release number of selected component (if applicable): How reproducible: Steps to Reproduce: 1. (optional): clear your notifications so that things are easier to see. 2. switch to Simplified Chinese (zh_CN) locale 3. Create a new user, zh_CN-user 4. Create a new org, zn_CN-org 5. Nav to the notifications window Actual results: For the user creation, we get one notification, in chinese. For the org creation, we get two notifications, one in each language. Expected results: If my discussions with dev are correct, we should only be seeing one - displayed in the locale used when the creation took place. Additional info:

I wasn't able to reproduce, it's fixed. Moving to ON_DEV.
