Description of problem:
deploy-httpd-proxy overwrites the rhc-idler settings. This was found because migrate-2.0.4 uses deploy-httpd-proxy and improperly replaced the rhc-idler config files in /etc/httpd/conf.d/libra with non-idler ones.

Worse yet, the migrator left around the stop_lock file, so these apps won't be started by default, and won't ever be un-idled.

How reproducible:
Every migrate.


Steps to Reproduce:
1. idle apps
2. run the migrator
3. notice that these apps no longer have their idler configs in /etc/httpd/conf.d/libra
4. notice that the stop_lock file still exists

  
Actual results:
overwrites the idler's configs


Expected results:
Should work with the idler configs.

Verified this bug with rhc-node-0.86.1-1.git.112.df07820.el6.x86_64 and PASSED.

After migration, the app is still in 'idle' status, and configs in
/etc/httpd/conf.d/libra is still existing.
