Description of Problem:
If rpmbuild --rebuild is incorrectly called on a specfile, it segfaults.

Version-Release number of selected component (if applicable):
rpm-build-4.2-0.12

How Reproducible:
Every time.

Steps to Reproduce:
1. rpmbuild --rebuild <specfile>

Actual Results:
Segmentation fault

Expected Results:
An error message notifying the user that the file is not an SRPMS should be printed.

This behavior does not affect the Red Hat Linux 8 release of RPM (rpm-4.1-1.06):

$ rpmbuild --rebuild xscreensaver.spec 
Installing xscreensaver.spec
error: xscreensaver.spec cannot be installed

Yup. Fixed in rpm-4.2-0.17.
