How reproducible:
always

Steps to Reproduce:
1. install katello, do anything that produces errors (like try to create two orgs with same name, have bad characters in name etc, do two promos at the same time, etc)

Actual results:
/var/log/katello/production.log is formatted such that there is no separation between entries, no timestamps.  It's very difficult to figure out what message goes with what stacktrace.

Does not respect KATELLO_LOGGING, unable to set "DEBUG" logging level. Filing:
