A garbage occurs in JBoss EPP 4.3.0.GA CP02 on Japanese environment (most likely, every environment which has multibyte resource for the page) .
You can reproduce when you click the login link on top page. It doesn't happen in 4.3.0.GA CP01

It's caused by removing <%@ page pageEncoding="utf-8" %> from portal-server.war/login.jsp due to IE8 issue ( JBEPP-104 ).

Reopening based on our findings with EPP 4.3 CP03 release testing.

Issue with japanese characters is caused by missing japanese fonts on the machine. This can be fixed by install japanese language pack. But important think is, that this issue is related to system broweser settings and it was not the failure in EPP. Now japanese login screen is good when japanese fonts are installed on the machine.
