Section "7.1. Overview" has a block "Translation in XML Format" which indicates
that Java properties bundles are in ASCII encoding. In fact however, the
bundles are in ISO 8859-1 (which is a superset of ASCII). 

Refer to JavaDoc on java.util.Properties for details.
