Description of problem:
I use wifi with WPA Enterprise and NM doesn't remember to ignore missing cert even if I set him to. Usually this setting doesn't survive restart.

Steps to Reproduce:
1. Setup WPA Enterprise wifi without certificate
2. Try to connect and select 'Don't warn me again'
3. Reboot
4. Try again
  
Actual results:
'Don't warn me again' usually doesn't survive restart.

Expected results:
'Don't warn me again' is remembered.

exception or blocker.
