Probably temporary subpackage could help - we will ship it only for Active spin but still report upstream is not a bad idea.

I think we should just always use the kde-workspace version, which is the more complete one.

Looks like upstream wants a limited set of actions for Active. But yeah - if they do not expose it in UI, than it's not a problem to have kde-workspace one... Let's check what happens in Active with kde-workspace version.

The conflicting file has been removed from plasma-mobile in version 0.3-2.

* was pushed to the Fedora 17 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing contour-0.1.2-1.fc17 startactive-0.2-3.fc17 plasma-mobile-0.3-2.fc17'
as soon as you are able to.
