In System Engine, katello can be used to configure all parts of the application.  In Cloud Engine, aeolus-configure and aeolus-image can be used to configure a Cloud Resource Provider and manage images, but there is no way to configure anything else from the command-line.  For example, how do I create the following from the command-line:
- create/manage a Cloud
- create/manage a Cloud Resource Zone
- create/manage a Hardware resource profile
- create/manage a Application Blueprint
- create/manage a Catalog
- associate an account with EC2
- create/manage a Component Outline
...
