Can you please check the libzip version available in ARM buildtree ? sincy RC8, we are using system libzip.

Can you please check the content of the multi-arch support header http://pkgs.fedoraproject.org/gitweb/?p=libzip.git;a=blob_plain;f=zipconf.h;hb=HEAD I have copied this file from the MySQL one. It seems it need to be fixed for ARM.

Please read the linked file (which is on fedora RPM) If this file is not aware of ARM, it will not find the zipconf_xxx.h, so will not define the LIBZIP_VERSION. So it's a libzip RPM issue, not a php one.
libzip-0.10-2.fc17 has been submitted as an update for Fedora 17. https://admin.fedoraproject.org/updates/libzip-0.10-2.fc17
