Banshee 2.3.6 is out since 2012-03-07.

This release is part of the 2.3 development series leading up to 2.4, scheduled for March 21st, 2012.

Package banshee-2.4.0-1.fc17, banshee-community-extensions-2.2.0-3.fc17:
* should fix your issue,
* was pushed to the Fedora 17 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing banshee-2.4.0-1.fc17 banshee-community-extensions-2.2.0-3.fc17'
as soon as you are able to.

banshee-2.4.0-1.fc17, banshee-community-extensions-2.2.0-3.fc17 has been pushed to the Fedora 17 stable repository.  If problems still persist, please make note of it in this bug report.

The version of banshee-community-extensions is not up-to-date. The latest version is 2.4.0. Current version may not properly work with Banshee 2.4.0 - may be that's why I have no tray icon and notifications. Here is what Banshee shows after starting:

At the time when banshee 2.4 was released, the community extensions were not yet updated upstream yet.

Upstream has updated them in the meantime and I have pushed out a Fedora update:
https://admin.fedoraproject.org/updates/banshee-community-extensions-2.4.0-1.fc17

I don't believe that this causes your problem. The notification plugin is contained in the main banshee package.
