sync and port rhel6 rpm spec, mostly dependency issues

need another bug for fence support, not specific to spec file

created bz 816085 for this issue

> O 640308,"kexec-tools must depend on bc"

The dependencies are not valid for rhel7, bc, kpartx,mdadm are all not needed.
Dracut will take care of some, bc can be replaced with shell internal function.

Bug813154 is for adding s390 arch instead
