Enable/Disable

Description of problem:
Enable/Disable options are available for Platforms. I tried to disable a platform by GUI and got a info message saying "You have successfully disabled the selected resources and their children, [0] resources." and disabled nothing.

On RHQ server LOG:
2012-03-28 16:44:59,173 INFO  [org.rhq.enterprise.server.resource.ResourceManagerBean] Disabling a platform is not allowed, skipping platform resource with id [10001]

How reproducible:
100%

Steps to Reproduce:
1.Login to RHQ GUI
2.Navigate to Inventory--> Platforms
3.Click any platform and click 'Disable' button
  
Actual results:
Enable/Disable buttons are available for Platforms.

Expected results:
Enable/Disable is not allowed for platforms, hence 'Enable/Disable' buttons not required for Platforms

dded more button enablement logic to handle prevent platform enable/disable.

Verified on Version: 4.4.0-SNAPSHOT Build Number: 233eac6

Selected a platform in Inventory--> Platforms and verified that the buttons Disable/Enable are now greyed out.
