cloud-init sshutil fails with Fedora's default sshd_config

Description of problem:
cloud-init in F17 is failing to write ssh public keys into designated users' authorized_keys file when the default sshd_config is used in the AMI, due to incorrect interpretation of relative paths.

This patch should work... feel free to test.
cloud-init-0.6.3-0.2.bzr532.fc17 has been submitted as an update for Fedora 17.

* was pushed to the Fedora 17 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing cloud-init-0.6.3-0.2.bzr532.fc17'
as soon as you are able to.
